When scaffold tubes extend into public walkways or are positioned at head height without protective padding or cap, they can cause injuries. Exposure like this can be a bigger public safety issue. Preventive measures are needed to reduce the severity of impacts if someone accidentally walks into them.

Here’s what you need to know, including how these risks can be prevented.

Why an Unprotected Scaffold Tubes Are a Hazard

A standard scaffold tube is mostly made of raw steel with a cut edge. That end has a hollow centre exposed that may be rough. Protruding bolts and fittings create more potential impact points.

The tube doesn’t need to fall or come loose to hurt someone. If a pedestrian accidentally walks into one, injuries may include:

  • Cuts and lacerations

  • Bruising

  • Head injuries

  • Facial injuries

  • Eye injuries 

  • Concussion

  • Broken noses or facial fractures in more severe incidents

The risk increases where unpadded scaffold tubes stick out into footpaths, sit at heat or shoulder height, are difficult to see in poor lighting, and are located near entrances, exits, or busy public areas.

Who is most at risk?

Higher-risk groups include: 

  • children

  • elderly pedestrians

  • wheelchair users

  • visually impaired people

  • delivery drivers

  • visitors unfamiliar with the area

  • people distracted by phones or carrying shopping bags

They may have less time to react, reduced visibility, or limited mobility, which increases the likelihood of accidental impact.

What Happens After the Injury

Not every incident leads to a full investigation, but injuries to members of the public near scaffolding can. If it’s serious enough, it has to be reported under RIDDOR. The HSE may also get involved.

In fact, incidents like this have resulted in prosecutions. A self-employed scaffolder was fined after someone walked into an unguarded pole and was hurt. In a separate case, a scaffolding firm was fined over £160,000 after a dropped clip hit a pedestrian in London.

Neither incident involved the scaffold itself failing. Both were caused by exposed parts that should have been protected.

The scaffolding contractor (who erected the structure), the principal contractor (responsible for managing health and safety risk), or the property owner (who controls the premises) may be liable.

How to Prevent Pedestrian Injuries Around Scaffolding

Control measures should be based on the identified hazard and site conditions. 

Tube end caps

Any tube end that’s been cut and isn’t capped is sharp. End caps round that edge off and make it visible. They slot onto the ends, much like putting a cap on the bottle.

Use these on every open tube end at ground and low level, including scaffold uprights near footpaths and site entrances.

Ball joint caps

Exposed scaffold fittings can create hard contact points around a scaffold. Ball joint caps cover these fittings with a protective layer, reducing the risk of cuts and impact injuries. They feature a rounded design that mounts onto double and swivel couplers.

Yellow foam protector

A yellow foam protector is a foam sleeve that wraps around horizontal and vertical tube lengths. It cushions impact and adds high-visibility colour (yellow) along the run, not just at the tip.

This is the one to prioritise on any ground-level bracing, low horizontal tubes, or anywhere the scaffold narrows a footpath.

 

Nothing about a stationary scaffold tube looks like a hazard until someone hits it. If it’s a cut end, cap it. If it’s a length someone can walk into, wrap it. An end cap without foam padding still leaves the shaft of the tube bare, and foam padding without end caps still presents a sharp cut edge at the tip.

Does scaffold tube padding stop injuries completely?

No. Tube padding helps reduce the severity of impacts but cannot eliminate the risk. Good scaffold design and site management remain essential.

What colour is scaffold tube padding?

Many tube protectors are supplied in highly visible colours such as yellow to make hazards easier to identify, although other colours are also available.

Does scaffold tube padding affect scaffold inspection?

No. Tube padding does not replace routine scaffold inspections or maintenance. Inspectors should still be able to check the condition and stability of the scaffold while confirming the padding has not become loose or damaged.
