Dust control on occupied buildings comes with added responsibilities. The site team must look after not only the workers, but also the people living there and those passing by near the site.

Why Dust Control Matters on Occupied Buildings
Dust can become health risks, lead to complaints from residents, and cause delays to the project.
There are windows, HVAC intakes, communal stairwells, and public instances. Not to mention, vulnerable people are in the mix: older residents, children, and people with respiratory conditions.
Silica, cement, and plasterboard dust are among the most common hazards. They can travel beyond the work area if containment measures are not installed. Under COSHH Regulations 2002, contractors are required to assess and control exposure risks.
Effective Construction Dust Containment Methods for Occupied Buildings
The measures needed will depend on how the building is used during construction, including:
Seal the work zone
Polythene sheeting is commonly used as a dust barrier between the work area and adjacent space. Run it down to the floor and weight or tape the bottom edge, not just the top and sides. Pipework, cabling, and sockets that pass through the barrier should also be sealed off.
Where possible, keep movement in and out of the work area to a single location. Fewer access = fewer opportunities for dust to escape.
Isolate ventilation and air intakes
Identify any HVAC ducts, return air vents, or risers that connect the work zone to neighbouring spaces. Seal these off with tape and sheeting or disconnect and cap them for the duration of the works.
If isolation is not possible, temporary ducting from a negative air machine may be needed to discharge air outside.
Set up negative air pressure
Negative air pressure creates a one-way airflow into the work area. This can be achieved by using a HEPA-filtered air machine positioned inside the containment zone and vented outside the area.
Size the unit to the room volume and target 6 to 8 air changes per hour, increasing this as needed. The system should be running before dust-generating activities begin and continue to operate until cleaning is complete.
Dust barrier system kits can be used to skip the hassle of building a framed enclosure. They include poles, clips, and zippers to set up a temporary dust containment zone using a polythene sheeting or a dust screen.
Manage public access routes
Residents and the public shouldn’t be walking through active dust zones. Consider the following:
Covered walkways
Protected scaffold fans
Temporary pedestrian routes
Separate contractor entrances
Scheduled material deliveries outside busy periods
Containment measures inside the construction area are less effective if dust is then carried onto entrances, footpaths, and shared access routes.
Install scaffold sheeting or debris netting
If there is a risk of dust affecting people passing by or nearby properties, scaffold sheeting or debris netting can be used as part of the site’s dust control measures.
Scaffold sheeting reduces the amount of dust from cutting, grinding, and demolition work that is carried away by wind. Debris netting is less effective for fine dust but can help intercept larger particles and debris before they leave the scaffold.

Scheduling and Site Management
What you do is one thing. When and how you manage it matters just as much.
Schedule high-dust tasks away from peak occupancy
If the building is a residential block, early morning grinding or cutting will hit residents who haven’t left for work yet. Plan the highest-dust activities during lower-occupancy windows.
Notify residents before work starts
They need to know what type of work is happening, what dust risks that create, how long it will last, and who to contact with concerns. The risk of formal complaints is lower when doing so.
Daily cleaning
Don’t sweep, but instead, use M-class or H-class industrial vacuums to pick up dust that has settled. Clean before removing any barriers or shutting off the negative air machine, so dust isn’t released during dismantling. Do this daily, not just at project handover.
What Residents and the Public Can Do
If you’re a resident in a building undergoing construction:
Close windows during high-dust activities and use fresh air ventilation later.
If you have asthma or respiratory conditions, speak to the site manager about the works schedule.
If dust from a neighbouring construction site is causing nuisance, you can report it to your Local Authority Environmental Health Department.
Keep a record of when it happens, how long it lasts, and how it affects you, as this information may be requested as part of the assessment.
